Amongst the raft of proposals were those concerning Agricultural Holdings Act tenancies aimed at raising the bar for succession, including the introduction of a ‘business competence’ test, new measures around the minimum and maximum retirement age for tenants, and the extension of the eligible ‘close relatives’ list beyond spouses, siblings and children.
